DUBAI, UAE, 27 August 2019: The 3rd edition of the DC Dialogue conference, scheduled to take place on September 15 in Dubai, is gaining momentum with the confirmed participation of Dominic McPolin, Chief, Central Planning – Central Planning Office, Ministry of Works, Municipalities Affairs and Urban Planning, Bahrain.

Produced by CPI Industry, publishers of Climate Control Middle East magazine, the conference will be an immersive experience that will democratically give voice to multiple stakeholders on all issues of concern towards the progress of District Cooling in the Middle East region.

McPolin is a Chartered Town Planner with two degrees in City Planning. He specialises in infrastructure and has worked at the ministerial level in Bahrain for 31 years

His paper will include information on:

  • The launch of Bahrain’s National Sustainable Energy Plan and National Energy Efficiency Plan and the formation of the Kingdom’s Sustainable Energy Centre
  • The plan objectives for District Cooling
  • The progress in the development of comprehensive regulations for District Cooling in Bahrain, including financial and consumer protection as well as technical matters
  • The launch of the first Designated Area for District Cooling (DADC), within which connection to DC is compulsory and conventional cooling is only by exemption

“District Energy systems have been identified by the United Nations as critical initiatives in combatting climate change,” McPolin said. “The strategy promoted is to move away from the inefficiencies of individual means of heating and cooling to a more efficient community provision, just as public transport is promoted in response to congestion and environmental impacts of private cars.”

McPolin will be one of the highlight speakers at the conference, given his expertise and vast experience.

“We are very pleased to welcome Dominic McPolin on board and look forward to hearing his insights,” said Surendar Balakrishnan, Co-Founder and Editorial Director, CPI Industry. “DC Dialogue is shaping up to be an exceptional conference with strong government participation. As organisers, we are equally pleased to receive confirmation of participation from the UAE Ministry of Energy and the UAE Ministry of Infrastructure Development, and to have the support of the Dubai Supreme Council of Energy.”

The conference will see participation of Emaar District Cooling, Emicool and South Energy, among District Cooling utility providers, and a whole host of stakeholders, including consultants, contractors, developers, manufacturers and suppliers.

The first half of the conference will be moderated by George Berbari, CEO, DC PRO Engineering; District Cooling pioneer in the region and Author of the book, The Energy Budget, while the second half will be moderated by Hassan Younes, Director & Partner, Griffin Consultants and President, ASHRAE Falcon Chapter.
